Kwara Develops 2027 Health Sector Annual Operational Plan

The Kwara State Ministry of Health, has organized a three-day workshop to develop the 2027 Annual Operational Plan (AOP) for the state’s health sector, with a focus on strengthening healthcare delivery and ensuring effective implementation of priority health interventions.

The workshop, held recently in Omu-Aran, Headquarters, Irepodun Local Government Area, brought together key programme officers, heads of units and directorates, representatives of health agencies and development partners to identify priority activities, establish implementation strategies and develop a coordinated roadmap for the state’s health sector in the coming year.

In her remarks, Commissioner for Health, Dr Amina Ahmed El-Imam, represented by the Director of Planning, Research and Statistics, Mr Kamaldeen Kolapo, expressed optimism that the workshop would produce a comprehensive and result oriented operational plan capable of improving the quality of healthcare services and activities across Kwara State in 2027.

Dr El-Imam noted that the process of developing the Annual Operational Plan had continued to improve over the years, adding that this year’s exercise recorded significant improvements in coordination, stakeholder participation and alignment with the state’s healthcare priorities.

She stressed that a well-developed operational plan would provide clear direction for implementing health programmes, allocating resources and monitoring progress towards set targets.

The Commissioner further stated that the 2027 AOP must reflect the actual health needs of the people and address critical challenges confronting the sector.

She thereafter urged participants to develop realistic, evidence based and measurable activities that would strengthen the healthcare system, improve service delivery and ensure that available resources were channelled towards interventions with tangible benefits for residents.

Dr El-Imam also called for sustained collaboration among government institutions and development partners to ensure effective implementation of the plan.

Also Speaking, the Sector Wide Approach (SWAp) Desk Officer, Dr Ola Ahmed, said the major expectation was for all departments, agencies and programmes to work together to develop a Specific, Measurable, Achievable, Relevant and Time-bound (SMART) 2027 Annual Operational Plan that would transform the health sector into a more responsive system and improve the quality of life of residents.

Dr Ahmed explained that the workshop provided an opportunity for stakeholders to jointly identify activities that directly addressed the state’s priorities and supported the achievement of its health sector objectives.

He further identified nutrition, maternal and child health, security, emergency response preparedness, climate and health, digital health, and governance as key areas requiring attention in the 2027 operational plan.

According to him, effective governance and coordination would be essential to bringing stakeholders together, strengthening accountability and ensuring that planned interventions translated into improved healthcare outcomes.

In her remarks, the Deputy Director of Planning, Research and Statistics, Dr Kudirat Lambe, explained that the selection of participants was informed by the need to engage key programme officers, heads of units and directorates, and heads of agencies responsible for implementing the state’s priorities and priority interventions.

She noted that their involvement was necessary to ensure that the plan reflected operational realities and promoted shared ownership of the proposed activities.

Dr Lambe described the turnout as impressive, reporting that more than 95 per cent of the expected participants attended the workshop adding that no fewer than 70 participants attended each of the first two days of the workshop, reflecting strong stakeholder commitment to the planning process.

She noted that participants cut across various agencies in the ministry, with implementing partners including the United Nations Children’s Fund (UNICEF), World Health Organization (WHO), United Nations Population Fund (UNFPA), Society for Family Health (SFH), Sightsavers, DGI Consult and Afrinet, among others.

She further explained that the three-day workshop is expected to strengthen the alignment of departmental and agency work plans with the overall strategic direction of the Kwara State health sector.

Dr Lambe emphasized that through the collaborative process, the Ministry and its partners aim to establish a practical framework for implementing, monitoring and evaluating priority interventions in 2027, with emphasis on accountability, efficient resource utilisation and improved service delivery.
