KW-PPA Seeks Auditor-General’s Partnership on Institutionalisation of Annual Procurement Plan

The Kwara State Public Procurement Agency (KW-PPA) has sought the collaboration of the Office of the Auditor-General for Kwara State to institutionalise and ensure the effective implementation of the Annual Procurement Plan across Ministries, Departments and Agencies (MDAs) of the state.

The GM/CEO of KW-PPA, QS. Raheem Abdulbaki, made the appeal during a working visit to the Office of the Auditor-General, where he emphasised the need to integrate procurement planning into the state’s budget preparation process to strengthen financial discipline, transparency, accountability and value for money.

Abdulbaki explained that the Annual Procurement Plan would provide a structured framework for MDAs to identify their procurement needs, establish priorities, estimate costs, determine appropriate procurement methods and set realistic.
implementation timelines in line with the approved budget.

He stressed that procurement planning should begin before funds are made available and spending commitments arise, noting that early planning would improve budget preparation and discipline, reduce emergency and unplanned procurement, enhance competition and promote efficient management of public resources.

According to him, institutionalising the Annual Procurement Plan would also strengthen coordination between procurement and financial management, improve cash-flow management, reduce procurement delays and provide a clear basis for monitoring procurement activities and conducting audits.

Abdulbaki,  further explained that the initiative would improve project execution and service delivery by ensuring that procurement processes commence early enough to meet the requirements of the financial year.

He described the Office of the Auditor-General as a strategic partner in achieving the objective, explaining that its oversight responsibilities could reinforce compliance by making the existence, implementation and proper documentation of approved procurement plans part of the financial accountability framework of MDAs.

Abdulbaki also expressed appreciation to the Auditor-General for his consistent support and cooperation with the agency, acknowledging the courage, professionalism and commitment demonstrated by the office in promoting procurement compliance and good governance.

The partnership, according to him, is expected to deepen coordination between procurement regulation and public financial oversight, ensuring that procurement activities are properly planned, executed and audited in line with approved budgets and established procedures.

He added that the initiative aligns with the broader objective of strengthening public procurement systems in Kwara State and ensuring that government expenditure delivers maximum value to the people.

He said the agency was determined to establish a sustainable culture of planning before spending, transparency before commitment and accountability after expenditure, in furtherance of the state government’s commitment to prudent management of public resources.

Responding, the Kwara State Auditor-General, Alhaji Alayande Olajide Fatai, commended the initiative, describing it as a welcome development that had been discussed on several occasions at management meetings within his office.

Alayande expressed satisfaction that a competent professional from KW-PPA was driving the initiative, noting that the proposed institutionalisation of the Annual Procurement Plan was an idea the Office of the Auditor-General had long anticipated.

He assured the agency of his office’s readiness and willingness to collaborate with KW-PPA to ensure the successful implementation of the initiative across the state’s MDAs.

The Auditor-General further assured that his office would strengthen its procurement audit processes by developing its own work plan and establishing appropriate links with post-procurement audit activities to support the implementation of the Annual Procurement Plan.

He noted that the collaboration would enhance oversight, promote compliance with procurement regulations and strengthen accountability in the utilisation of public funds.
