Kwara Commences 2027 Health Sector A O P Devt

The Kwara State Ministry of Health has commenced the development of the 2027 Health Sector Annual Operational Plan (AOP) with a two-day refresher training on the use of the new AOP planning tool.

The training, held at Sinclair Hotels, Ilorin, brought together Directors, Programme Officers, Monitoring and Evaluation (M&E) Officers, development and implementing partners and other key stakeholders.

Declaring the exercise open, the state Commissioner for Health, Dr. Amina Ahmed El-Imam, represented by the Permanent Secretary, Dr.Taoheed Abdullahi said the AOP was a key instrument for translating government priorities and health-sector strategies into practical actions, measurable results and responsible use of resources.

Dr.El-Imam said the 2026 Joint Annual Review (JAR) recorded progress and also identified challenges, including health workforce gaps, commodity stock-outs, funding and procurement delays, referral weaknesses and data-quality issues.

She urged participants to ensure that the JAR findings and resolutions directly inform the 2027 AOP, stressing the need to move from findings to priorities, SMART activities, measurable results and accountability.

Earlier, the Director, Planning, Research and Statistics capacity to develop evidence-based, realistic and properly costed plans aligned with Kwara’s health priorities.

The Desk Officer SWAP, Dr. Ola Ahmed, highlighted lessons from the 2026 AOP and urged participants to use them to develop a better, more realistic and SMART 2027 plan.

Speaking on the objectives, the Deputy Director, M&E, Dr. Kudirat Lambe, said the training would strengthen participants’ practical skills in results-oriented planning and improve the linkage between the Health Sector Strategic Blueprint, priorities, budgeting and implementation.

She also urged participants to avoid duplication, unrealistic targets and unfunded activities, stressing that every activity in the 2027 AOP should be linked to a clear priority, expected result and realistic source of funding.

The training is expected to produce a credible 2027 AOP that will guide the implementation of health-sector priorities and contribute to improved healthcare delivery across Kwara State.

Kwara, WHO Develop Costed Health Promotion Strategic Framework
